Beyond the frequency numbers, cost is where water damage gets serious. FEMA estimates that a single inch of standing floodwater can cause roughly $25,000 in damage to a home,[3] and that figure does not include the structural drying, sanitization, and rebuild work a licensed restoration team typically has to do after real flooding, not just a shallow puddle.

It’s tempting to assume flood risk is a Gulf Coast or barrier-island issue. Federal disaster aid is not a substitute for coverage, either. Between 2016 and 2022, the average FEMA individual disaster assistance grant was about $3,000, while the average NFIP flood insurance claim paid out was more than $66,000.[3] That gap matters a great deal once a basement or crawl space actually floods.
On claims history, the National Flood Insurance Program’s costliest events remain dominated by hurricanes. Hurricane Katrina alone accounted for over 168,000 paid losses and roughly $26.2 billion in 2024 dollars,[2] and Hurricane Helene, which soaked North Georgia in September 2024, still ranks among the NFIP’s ten costliest flood events on record at an estimated $1.78 billion.[2]
A lot of water damage in Metro Atlanta homes doesn’t come from a storm at all. It comes from what’s inside the walls. The American Society of Civil Engineers estimates the country experiences a water main break every two minutes, close to 240,000 breaks a year,[4] much of it in pipe installed in the early to mid-20th century with an expected service life of 75 to 100 years, meaning a large share of that network is already at or past its design life.[4] Nationally, nearly 6 billion of the 42 billion gallons of water Americans use every day is lost to leaking or broken pipes before it ever reaches a faucet.[4]
Georgia’s own infrastructure report card reflects that pressure. ASCE gave the state’s drinking water systems a C+ and its stormwater and wastewater systems a C- in its most recent Georgia Infrastructure Report Card,[5] and pointedly noted the grade landed not long after a string of water main breaks in Atlanta left parts of the city without reliable water service for several days.[5] For a homeowner, the takeaway is simple: pipe age and municipal system age are both quiet risk factors that rarely show up until a supply line fails at two in the morning.
Weather is the other half of the equation. Georgia has recorded 134 confirmed weather and climate disasters costing at least $1 billion apiece since 1980, according to NOAA’s National Centers for Environmental Information.[6] The pace has picked up sharply: the state averaged 3.0 such disasters a year across the full 1980-2024 period, but that climbed to 9.8 a year during 2020-2024 alone.[6] Severe storms are the single biggest driver, responsible for 68 of those 134 events, more than half the total,[6] while tropical systems like Helene account for the largest share of the dollar losses.[6]
The National Weather Service’s Atlanta forecast office in Peachtree City notes that flash floods typically develop within six hours or less of a rain event, usually triggered by slow-moving or repeat-track thunderstorms, exactly the kind of summer storm pattern Metro Atlanta sees most years.[7] Nationally, flooding kills more people than almost any other weather hazard, most often at night or when a vehicle stalls in rising water.[7]
